Abstract

The state is one of the oldest social creations that has changed forms and functions throughout history, so when talking about the state, it should be emphasized in which epoch and what form it is. Basically, a division can be made into states of the 52 modern period on European soil and pre-modern political communities, from the period that preceded the modern era. The assumptions on which the modern state in the form of an absolute monarchy was created in Europe are multiple. The reason why the European soil is the basis for the development of modern states is found in the peculiarity of the European identity that is associated with the creation of states in Europe, and which then, with its influence, surpassed the European soil and played a key role in modern society
